Major Academic Achievements:
Dr. Xiong has established a strong research profile in the fields of public administration and administrative ethics, with a particular focus on civil servants’ ethical competence, integrity mechanisms, and ethics education. He earned his M.A. in Chinese Philosophy from Nanchang University in 2004 and his Ph.D. in Philosophy (Ethics) from Central South University in 2011.
He has served as Principal Investigator for several high-level research projects, including a National Social Science Fund General Project titled “Research on the Enhancement Mechanism of Public Ethical Competence among Chinese Civil Servants” (No. 14BGL081), a Key Research Project from Jiangxi Provincial Humanities and Social Sciences Research Base on “Ethical Control Mechanisms in Integrity Building” (No. JD18029), and an institutional teaching reform project on ethics education.
Dr. Xiong has also actively contributed to collaborative research, participating in multiple national and provincial projects on rural governance, republican political thought, rural healthcare security, and leadership education.
His scholarly output includes peer-reviewed articles in leading Chinese journals such as Chinese Public Administration and Jiangxi Social Sciences (both CSSCI-indexed), as well as conference papers published in the Proceedings of the International Conference on Public Administration, indexed by Web of Science. His research covers topics ranging from ethical training models for civil servants to meta-governance and service delivery synergies.
In addition to journal publications, Dr. Xiong is the sole author of An Ethical Analysis of Good Governance (China Social Sciences Press, 2014) and lead translator of the Handbook of Administrative Ethics (China Renmin University Press, 2020), which was selected for China’s National “13th Five-Year Plan” Key Publication Project. His latest monograph, Research on the Enhancement Mechanism of Public Ethical Competence among Chinese Civil Servants, is forthcoming with Jiangxi People’s Publishing House in December 2025.
He teaches core courses including Public Administration, Public Ethics, Ethics in Social Work, Leadership, and Principles of Management, integrating his research expertise into pedagogical innovation.
